Related question - is there any way to 'automatically' add a 'guest' member or workgroup to a new project using a template or project type or request type?

No, but there should be a grid of retained items in the online manual.  I will let our product team know.

Items Retained in the Template:

• Members
• Project Workgroups (not Enterprise Workgroups)
• Applications (Issues, Tasks, DAs etc...)
• Items
• Folders
  
• Notification Workflow Settings
• Task Assignments
• DA approval policies (not 100% sure about this one)
  

 Members, yes -but workgroups you can't add if they're enterprise workgroups.  If you always want to be added to your team's projects as a member (or other role) make sure you are in the template with the "individuals" checkbox selected. 

I created a new template from an existing project which included 4 individual members. Next I built a test request, approved it ,and generated a project using the new template. The 4 members did not carry forward the to the newly generated project. I tried this a couple times with the same result.

The 4 members in the original project are enterprise resources added using members application

 When you created the template did you be sure to select the "Individuals" checkbox at the top?  It gets missed a lot.  Also when you create the projet from a template you should see it again, but checked.

Do you have to be logged in as Admin to see that checkbox?

 No.  Assuming default project permissions any Manager Role of a project can create a template so generally Enterprise Role is irrelevant.  Just go into a project you manage, click Admin>Create Template and observe the "Individuals" checkbox.  That's what you're looking for. Selecting it will retain the individuals from the project you are creating a template of.  (Also task assigments will be retained if you include Task Items).
