That window cannot currently be disabled but it is not a required field, so users can simply click through that. I've actually found that many users like the comments step as a last-second check in case they mean to click "Save" instead of "Submit."
In any case, please be sure to submit this, and any other product suggestions you may have as product feedback so we can properly track the kinds of enhancements users are looking for.
