Project Requests is an area in which we don't yet have print or reporting capability, so you are at the mercy of using the custom views as you describe above. Something that will help out in this regard is that in our upcoming release, you can include long text fields in custom views, including the Description field.
As for your second request, in lieu of a report that formats the project requests in the manner you're describing here, you might experiment with a merge template to format the data from the spreadsheet into the one-pager you need.
Both are workarounds, but should give you what you are after until we get Project Requests up to speed!
