Is it possible to create a webform to do a Project status update similar to that found in the project home page?

Nope. Webforms can only be used to create new project requests or for populating a Dynamic Application. If it is critical to have a webform for status updates you could create a Status Update dynamic application instead of using the native functionality. Post up if you want more info.
